Welcome our
City Administrator Joe Riker
Dr. Riker is a native
Oregonian, born and raised in Klamath Falls, OR. He graduated from
Henley High School; he attended Oregon State University and obtained a
Bachelor's degree (B.S.) in Animal Science, and a master of Science (M.S.)
in Zoology. Traveling eastward he was a graduate student of Purdue
University, where he earned his Ph.D. in Resource Management. Joe's
working career began with teaching animal science and horse management at
the college level. This included doing research, and being an extension
agent: first for the University of New Hampshire and then Colorado State
University. In 1971, he came back to Oregon as a professor at Oregon
Institute of Technology (in his hometown of Klamath Falls), in the
Environmental program and the Health Sciences program.
After 10 years at OIT,
Dr. Riker joined the staff of the City of Klamath Falls. Here Joe served
as Planner, Planning Director, and Community Development Director, for 14
years. Then, he was hired as the City Administrator of the City of
Mt. Shasta, CA, serving there for five years. Joe was then hired by the
City of Orland, CA, as their City manager in 2002. He retired from
this position at the end of 2008. Now, finding retirement a bit tiresome,
he is now returning to public administration, as City Administrator for
the City of Shady Cove.
Joe's special areas of
expertise are planning, community development, economic and business
development, as well as grant writing. Joe and his wife Joan have
six daughters (yours, mine and ours), 12 grandchildren, one great
granddaughter and another expected soon. Several live in the Medford and
Klamath Falls areas, as does his 96 year old father.
Joe and Joan are glad to
be back in Oregon after 13 years in California, and he looks forward to
working with the Council and the Citizens of Shady Cove.
