I.       Call to Order

The Mayor called the Study Session to order at 1:30 p.m.

A.  Roll call.  

      Present:        

                              Mayor Holthusen

                              Councilor Bradburn

                              Council President Kyle

                                          Councilor Hayes

                              Councilor Hughes .

      Staff:               Interim City Administrator, Dale Shaddox

                              Deputy City Recorder, Margaret Borgen

                              Public Works Director, George Bostic

A.     Announcements. 

The Mayor read the announcements and noted a change in the order of business due to adjourning for an executive session.

II.       Public Comment

The Mayor invited public comment.   None.

III.    Subject of Study Session

A.     The Public Works Director provided the Council with an overview of the costs associated with a possible lease of the County Building .  Total costs for needed renovation amounted to over $22,000.  Council directed staff to tell the County that the City would be unable to pay for those repairs and is declining to enter into a lease.

B.     The Public Works Director and City Administrator provided the Council with financial information regarding the proposed City Hall/Community Center sign.  The cost of the sign is just under $10,000 and the Community Center has stated that they do not have the funds to assist the City in paying for the sign.  Council decided to not go ahead with the sign.

C.     The City Council adjourned the Study Session at 1:56 p.m to go into an Executive Session in accordance with ORS 192.660(2)(I) to review and evaluate the employment-related performance of the chief executive officer of any public body, a public officer, employee or staff member who does not request an open hearing. The Executive Session was adjourned at 2:48 p.m.

D.    The Study Session was reconvened at 2:48 p.m.

IV.     City Council Comments.

          Councilor Hughes requested and received information regarding the purchase of Public Works vehicles.  Councilor Hayes requested clarification on the status of Officer Waldon.  Mayor Holthusen commented on putting together a grant program and the January 7, 2010 Public Hearing on the holding zone.

V.     Public Comment on Agenda Items. 

          None.   

VI.     Adjournment. 

          The Mayor adjourned the Study Session at 2:58 p.m.
