Contracting
On
October 15, 2009, the Council, staff, and the audience
continued their discussion regarding contracting with
the Jackson County Sheriff’s Office (JCSO) and noted
the most significant pros and cons of contracting
vs. retaining a City PD, concurring on a Town Hall
meeting to garner additional public comment.
Benefits of Contracting for Law Enforcement
Transfer of risk and liability to JCSO. Flexibility
regarding level of service required. 6 comparable
sized cities have a good relationship and are satisfied
with Sheriff services. JCSO has a greater array of
resources and specialized services than can be provided
by a small police department. Reduced staff burnout
and fatigue.
Disadvantage
of Contracting for law enforcement
Once contracting is initiated, it could be difficult
to rebuild a police department.
Benefits
of retaining City Police Department
Willingness of officers trading off wages for quality
of life. Response time may be faster. Officers long
term relationships with businesses and resident.
Disadvantage
of retaining City Police Department
Small cities have difficulty recruiting and retaining
professional law enforcement staff due their inability
to compete with larger, higher paying agencies. Typically
seen as a “training grounds” for other departments.
