City Council meetings are scheduled for the 1st and 3rd Thursday of each month with a Study Session at 1:30 p.m. and a Regular meeting at 6:30 p.m. Planning Commission meetings may be held on the 2nd and 4th Thursday at 6:30 p.m. or as land use issues come up for their consideration. Agendas are posted on the bulletin board located on the front of City Hall. Agendas are available for review at City Hall during normal business hours.

City Council Activity

October 1, 2009 Council Meeting

Mike Curry of Jackson County Emergency Management gave a presentation regarding emergency preparedness; recovery of costs for federally declared disasters; the H1N1 virus and the prioritization of antiviral inoculations; the use of reverse 911 to inform residents of evacuation orders in disaster situations; animal sheltering during disasters; and the development of a Community Emergency Response Team (CERT). The Council continued its discussion of a potential contract for law enforcement services with the Jackson County Sheriff’s Department. Council, staff, and the public discussed: individual elements of the proposed intergovernmental agreement; coverage during leave; use of non-sworn personnel; enforcement of City ordinances; effect on the City Municipal Court; follow-up contact regarding how other contracting communities feel about their contracts; time frames for rebuilding the current Police Department and for implementing partial or full staffing via the proposed intergovernmental agreement; vehicle maintenance and replacement costs; duties of the supervising sergeant and lieutenant; reducing overtime by writing few traffic tickets; effect of collective bargaining agreements; and concurred more information and clarification was needed. The Council approved a Resolution Transfer to appropriate funds for the lease of two vehicles for Public Works. The Council adopted a Resolution encouraging Eagle Point School District #9 to install sidewalks adjacent to Shady Cove School.

City Council Goal Setting The Council met in the Library Community Room to discuss goals, policies, and a vision for the next 12 months to two years.

October 15, 2009 Council Meetings

The Council continued their discussion regarding contracting with the Jackson County Sheriff’s Department for law enforcement services. The Mayor presented Student of the Month certificates to Janet Haselden (Middle School - 8th Grader) and Ariana Karcher (Elementary School - 5th Grade). The Council held a public hearing on a Supplemental Budget for Fiscal Year 2009-10 and adopted a resolution approving $15,000 for landscaping of the Civic Center. The Council accepted the resignation of the City Administrator and approved the contract for an interim Administrator. The Council adopted the Goals and Policies discussed at the October 9 Goal Setting.

October 21, 2009 City Council/Planning Commission Goal Setting

The Council and Commission held discussion and subsequently concurred on goals and policies for the Planning Commission for final review at a future meeting.

 

November 12, 2009 Planning Commission Meeting.

The next Planning Commission meeting is scheduled for November 12, 2009 at 6:30 p.m. to consider public comment regarding the feasibility of establishing a new zone (Holding Zone). The Commission will also consider amending the Street Ordinance.

 


Voice of the Mayor

 

At the October 15th meeting the City Council accepted the resignation of our City Administrator effective November 13th. Elise has accepted an offer to serve as the City Administrator for Gold Hill. Gold Hill will benefit greatly from Elise’s extensive knowledge and experience. Elise is moving on with the heartfelt thanks and good wishes of the Council and staff. Elise’s professionalism and contribution to the well being of the community is clearly seen during her tenure, through the progress made on many fronts to improve the livability of Shady Cove. The City Council has hired as Interim-City Administrator Mr. Dale Shaddox. Dale has over 25yrs experience in city administration and public works. Dale recently completed a six-month assignment for the City of Newport, Oregon.

Contracting

On October 15, 2009, the Council, staff, and the audience continued their discussion regarding contracting with the Jackson County Sheriff’s Office (JCSO) and noted the most significant pros and cons of contracting vs. retaining a City PD, concurring on a Town Hall meeting to garner additional public comment.

Benefits of Contracting for Law Enforcement

Transfer of risk and liability to JCSO. Flexibility regarding level of service required. 6 comparable sized cities have a good relationship and are satisfied with Sheriff services. JCSO has a greater array of resources and specialized services than can be provided by a small police department. Reduced staff burnout and fatigue.

Disadvantage of Contracting for law enforcement

Once contracting is initiated, it could be difficult to rebuild a police department.

Benefits of retaining City Police Department

Willingness of officers trading off wages for quality of life. Response time may be faster. Officers long term relationships with businesses and resident.

Disadvantage of retaining City Police Department

Small cities have difficulty recruiting and retaining professional law enforcement staff due their inability to compete with larger, higher paying agencies. Typically seen as a “training grounds” for other departments.

 


Events

MATERIAL GIRLS QUILT SHOW
The annual Material Girls Quilt Show will be held at Shady Cove School on Saturday and Sunday, November 7th and 8th. The event will run from 10 am to 4 pm on both days. Be sure to stop by the Shady Cove School gymnasium to view the quilt displays. Suggested donation is $2.00.

THANKSGIVING AT THE COMMUNITY CENTER

Report suspicious activities to the Police by calling Dispatch at 776-7206. Dispatchers will be able to gather information from you and summon assistance.

Spotlight on Local Businesses

In a way, the Shady Cove Rock and Gift Shop never closes. Owner Ruth Miller opens all hours for customers who call and even encourages them to lean on the horn for admittance in off-hours. For gifts or for personal use, the rock shop is full of unique items such as beautiful jewelry, belt buckles, bola ties and other items made from gemstones and rocks in all colors. Oregon thunder eggs, sunstone and geodes are also out of the ordinary gift items. For the hobbyist there are beads, cabochons, findings, raw unpolished material, tumblers, material and grit kits and books. Prices are reasonable and shopping locally at the Rock Shop saves a trip to Medford.
